Do society living within lukewarm climates physiologically adjust?

to the change of season, or are they just imagine things? For example, a Canadian will be in t shirt and shorts on a mild 50 point day within March but that same person would put on a jacket if it be 50 degrees within August. Why?
I think we physiologically adjust for the worse and the better.
I grew up surrounded by Wisconsin with adjectives 4 seasons and weather extremes. Then I moved to the seaside in Southern California.
My first few years I referred to inhabitants in California as weather wimps. They would complain just about the slightest increase or decrease contained by temperatures or if nearby was an occasional rainfall.
But lo and behold, now that I own been surrounded by California for many years, I enjoy become a weather wimp too
